Pre-Refurbishment or Pre-Demolition surveys are needed before any refurbishment or demolition work is carried out. This type of survey is used to locate and describe, as far as reasonably practicable, all ACMs in the area where the refurbishment work will take place or in the whole building if demolition is planned. The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. A pre-refurbishment or pre-demolition survey may also be required in other circumstances, e.g. when more intrusive maintenance and repair work are to be carried out such as a ‘refurbishment’ program. Aggressive inspection techniques will be needed to break through walls, ceilings, cladding and partitions, and open up floors. In these situations, controls should be put in place to prevent the spread of debris, which may include asbestos. Pre-refurbishment and pre-demolition surveys should only be conducted in unoccupied areas to minimise risks to persons on the premises. Ideally, the building should not be in service and have all furnishings removed. For minor refurbishment, this would only apply to the room involved or even part of the room where the work is small and the room large. In such situations, there should also be effective isolation of the survey area. The management element should still be included within the survey report as the ACMs will still require management prior to any ‘foreseeable’ commencement of works. There will be significant damage to non-asbestos materials and associated mess. Unless you specify otherwise, there will be no making good, as we assume the area will be refurbished. A ‘full’ pre-demolition survey assumes the building will not be re-occupied before it’s demolition. You can limit pre-refurbishment surveys to specific rooms, areas or elements (e.g. bathroom boxing or just ceiling voids) by specifying in writing at the quote stage. For ‘full’ pre-refurbishment or pre-demolition surveys expect significant and widespread damage throughout the building to access behind walls, service voids, under floors, above ceilings etc. and to access the buildings fabric to identify all ACMs as far as reasonably practicable. This may result in some structural damage. Surveyors will drop ceilings, break through walls and penetrate floors. Areas should be empty and services isolated to avoid limitations. Do not expect surveyed areas to be preserved or re-used afterwards.
