When letting residential accommodation the property owner is required by law to ensure the equipment in the property is safe.
The Electrical Equipment (Safety) Regulations 1994 requires all mains electrical equipment (cookers, washing machines, kettles, etc) in a property to be safe for use. Landlords therefore need to regularly maintain the electrical equipment they provide to ensure safety.
The supply of goods occurs at the time of the tenancy contract. Therefore it is crucial that property has a Portable Appliance Test (PAT) prior to the tenancy, to ensure that all goods supplied are in a safe condition. A record should be made of the items supplied and the checks made. It should also specify who carried out the checks and when it was done.
It is strongly advisable to have the equipment checked prior to the start of each let. It would be good practice to have the equipment re-checked at regular intervals thereafter. You should obtain and keep hold of test reports detailing the equipment, the tests carried out and the results.
