Tyresure and trading standards checked 50 part worn tyres this July, of those 50 only 1 was legal.
They also compared the cost per millimeter against new tyres, and found that in most cases, the new tyres worked out cheaper in the long run.

They put out a warning saying that you should only fit part worns, if you know exactly where they have come from, as there could be internal structural faults with the tyre, that will only be found once it is back on the road.
Why risk your life? you wouldn't fit part worn brakes, would you?
For these reasons we will not supply or fit part worn tyres. They are too dangerous.
The tyre pictured above was a part worn tyre fitted to a car two weeks ago. The cracks are obvious, this would not pass an MOT, so why did they fit it?.
If you actually calculate the price per millimeter of a part worn compared to a new tyre, the new tyre often is cheaper. I.e a part worn costing £30 with 4mm of tread = £7.50 /mm. A new tyre comes with 8mm of tread, so for the same £7.50 / mm you can spend up to £60. Some new budget tyres only cost £57 and at least with a new tyre you know its history.
And as a final comment, some insurance companies will not payout, if you have a tyre related accident, and they find you have part worn tyres. (All part worns must be marked "PART WORN" on the side of the tyre.)
