Project Management

Frazer Garner Associates Limited provide a tailored service dependent upon the Clients specific requirements in connection with new build and refurbishment projects be they residential or commercial.


We would normally be employed as the Employers Representative when utilising the PPC2000 form of Contract and Employers Agent when using JCT 2005 Design & Build Contract.


Key Items in any appointment would encompass the following:


  • In conjunction with the Client refine the brief with particular reference to budget parameters, programme requirements and specific build requirements.
  • Advise on the appointment of the full professional team.
  • Establishing Key Performance Indicators and ongoing monitoring throughout the scheme.
  • Detailed review of proposed project design including making recommendations for Value Engineering.
  • Carryout specialist assessments where required such as Housing Quality Indicator Assessments.
  • Arranging for specialist surveys to be undertaken such as Ground Investigation, levels Surveys and Ecological Survey etc.
  • Prepare bespoke detailed Employers Requirements.
  • Advise on best procurement strategy. e.g. Competitive or negotiated Tender.
  • Production of tender package and distribution to selected Contractors.
  • Undertaking detailed analysis of tender results and making recommendations to Client including undertaking a Value for Money Assessment.
  • Preparation of detailed Contract Documentation on behalf of the Client.
  • Contract Administration involving regular site inspections, chairing monthly progress meetings and producing minutes, checking applications for payment and issuing Certificates, undertaking snagging inspections prior to Practical Completion.  Overseeing Practical Completion ensuring a smooth transition, checking all relevant documentation, monitoring defects, agreeing Final Account, undertaking End Of Defects Inspections and monitoring works to completion.
  • Undertaking Final Project review meeting reviewing all aspects of the scheme.


CDM Co-ordinator


Advising clients on their responsibilities under the Construction Design And Management Regulations 2007.  This service involves.


  • Advice on Health & Safety matters as relevant to scheme design.
  • Preparation of Pre Construction Health & Safety Plan to issue either to tenderers or appropriate Contractor.
  • Health & Safety Executive notification of the project by producing F10 document and submitting.
  • Checking and advising the Contractor with relation to the Contract Phase Health & Safety Plan.
  • At progress meeting recording Health & Safety information provided by the Contractor and advising the Client accordingly.
  • In conjunction with the Contractor checking of the Health & Safety Files produced following completion of the scheme.


Clerk Of Works


On behalf of Clients, studying all design drawings and specification information for a project.  Carrying out weekly site inspections and submitting progress report to the Client.  Commenting on progress and workmanship.


Full Services Role


Utilizing JCT 2005 Minor Works Contract or JCT Intermediate Form of Contract in providing a full services role for Clients.  Producing drawings and detailed Specification for alterations, refurbishment or extension to existing buildings.  Tendering or negotiating prices, placing formal Contract on behalf of the Client and undertaking Contract administration including regular site inspections monitoring progress, quality and conformity, instructing the Contractor as necessary including formal Contract Variations, holding formal meeting either fortnightly or monthly dependent upon the Contract period.  Checking and certifying interim Valuations, Undertaking snagging and Handover processes, Checking and issuing Handover Documentation, Agreeing Final Account, Monitoring Contractors response to defects during the defects period.  Undertaking End Of defects inspections, and checking of works identified once completed prior to issuing Final Certificate.


General Professional Surveys


Condition Surveys – undertaking residential/commercial surveys of existing properties, on the basis of an agreed brief which could incorporate the following:

Decent Homes Surveys, Schedule of Dilapidations and Producing Budget Costings.


Cyclical Planned Maintenance


Advising Building Owners in the production of Planned Maintenance Programmes for their properties.  Undertaking Life Cycle Costing Reports for predetermined periods.


Party Wall Etc Act 1996


Advising owners of existing buildings or developers of their obligations under the Act in respect of undertaking works to an existing building or a new development.  Our services following formal appointment would include issuing Legal Notices, Subsequent preparation of Party Wall Awards including periodic checks of the building process during and at completion.  Liaising with Surveyors appointed by Adjoining Owner in the agreement and production of formal Award. 


Specialist Adaptations


Working with Clients, Local Authority, Occupational Therapists and support staff to agree a detailed brief and identify properties suitable for adaptations that meet the needs to the agreed brief for both physically and mentally handicapped people.  Undertaking a Full Services or Project Management Role as detailed above whilst liaising with Occupational Therapists throughout adaptation works to ensure any change in needs is met allowing for a smooth transition following completion of the works for both the new users and their support staff.

Professional Advice


Providing specialist Building or Contract advice to Clients which could take the form of advising of their lease obligations, advice on building defects, undertaking schedules of condition to be appended to leases, acting on behalf of Landlord or tenant in respect of dilapidation matters required under leases and agreeing works required.
