On reviewing the 2008 round of LAA negotiations the six FRSs within the South West determined that there was an opportunity to improve how they currently engaged with local partners and stakeholders. This survey was to consist of four separate stages of research; a Baseline Survey of LSP partners and stakeholders, a Benchmarking Study in comparable UK areas, In-Depth Interviews with key stakeholders and Identification of Best Practices in other FRSs.

In December 2008 Warwick Equest were appointed to undertake this research and over the next 6 months worked with the Fire Services to develop their future engagement strategy within the LAA framework. The completed reports from this project have been published on the South West RIEP website:
